Most water heater faults are inexpensive parts — a thermocouple, a thermostat, an element, a relief valve, a gas control. On a tank with years left in it, replacing one of those is clearly the right call.
Space is the recurring Vancouver constraint — tanks wedged into closets and suite mechanical rooms where access, not the fault itself, is what makes the job awkward.
The judgement comes with older tanks. Spending real money on a component inside an eleven-year-old tank is usually throwing it away, so you get both numbers and you decide. We would rather say that than take the repair fee twice.
If the tank is actively leaking, shut off the cold supply valve above it and the gas or the breaker, then call — that one is an emergency.
